On Sept. 10, 2020, the Regional Planning Commission recommended action on the following agenda items:

• The commission approved a request to amend a street name submitted by Toni Appelberg-Parks to name 10’/60’ wide easements within Section 25, T36N, R36E; assessor’s parcel #05-0372-10, from Aaron Road to Vera Road. This request was originally approved July 9, 2020. Approved 

• The commission approved a parcel map application submitted by Desert Mountain Surveying as agent for Randolph L. Smith Family Trust to create 2 parcels. Subject property is located at 615 East National Ave; assessor’s parcel #15-491-12.

• The commission approved a parcel map application submitted by Alan Means, Manager, New Western Village, LLC to create 4 parcels. Subject property is located at Great Basin Avenue and Packsaddle Road; assessor’s parcel #16-0368-10.

• The commission approved subsequent parcel map applications submitted by Alan Means, Manager, New Western Village, LLC to create 4 parcels. Subject property is located at Great Basin Avenue and Packsaddle Road; assessor’s parcel #16-0368-10.

• The commission approved the Humboldt County’s request to amend the county’s Master Plan to change the MDR (Medium Density Residential) designation to PF (Public Facility. Subject property is located at 240 Pueblo Boulevard, Denio, NV; assessor’s parcel #02-0061-03.

• The commission approved a zone change request application submitted by Humboldt County Manager Dave Mendiola to change the M-3 (Open Land Use) zoning designation to PF (Public Facility) zoning designation. Subject property is located at 240 Pueblo Boulevard, Denio, NV; assessor’s parcel #02—0061-03.

• The commission approved a zone change application submitted by Louis Kelly on behalf of JB Estates to change the CH (Highway Commercial) zoning designation to RR-1.25 (Rural Ranchette 1.25 acre minimum lot size) zoning designation. Subject property is located off Bird Lane; assessor’s parcel #13-0054-03.

• The commission approved a Master Plan amendment application submitted by on behalf of New Western Village, LLC to change the COMM (Commercial) Master Plan designation to MHDR (Medium High Density Residential) Master Plan designation. Subject property is located at Great Basin Avenue and Packsaddle Road; assessor’s parcel #16-0368-10.

• The commission approved a zone change  application submitted by Alan Means, Manager of New Western Village, LLC to change the G-C (General Commercial) zoning designation to R-1-6 (Single-Family Residential 6,000 sf minimum lot size) zoning designation and R-2 (Multi-Family Residential). Subject property is located at Great Basin Avenue and Packsaddle Road; assessor’s parcel #16-0368-10.

The Planning Commission tabled the following agenda items to allow more time for research:

• The draft Humboldt County Water Plan dated August 2020 – Discussion and receipt of public comment on Humboldt County Water Plan dated August 2020. 

Review and provide recommendation under a certified report to the Humboldt County Board of Commissioners for the adoption of the Humboldt County Water Plan dated August 2020.

• The Humboldt County Master Plan document to add and make a part of the Master Plan document 1) the Humboldt County Water Plan dated August 2020, and 2) the Community Source Water Protection Plan dated December 12, 2016. 

These items will appear under Implementation, Item #7 as one of the natural resource elements in the Humboldt County Master Plan document.
